Dear Neighbor, 

This email is to inform you that the City of Fountain Valley has updated certain sections of the Draft Environmental Impact (EIR) that has been prepared for the proposed Fountain Valley Crossings Specific Plan. The sections that have been updated with additional analysis are listed on the attached Notice of Availability. 

The Fountain Valley Crossings Specific Plan is a rezoning effort for the area of the City that is bounded by Ward Street to the west, Talbert Avenue to the north, the Santa Ana River to the east, Ellis Avenue to the south, and is bisected by the Interstate 405 freeway. The rezoning would allow additional land use flexibility in the Specific Plan area to reduce red tape for new retail businesses in the future and allow an appropriate amount of land use options for property owners to enable the district to adapt to changing market conditions in the future. While there are no projects proposed at this time, the intention of this rezoning is to encourage private property improvements and to remove barriers so the Specific Plan area can be successful in the future. Please visit the project webpage at

A 45-day public review period is being provided for all interested persons to submit comments on the adequacy of the Partial Recirculated Draft EIR. This 45-day period begins on October 6, 2017 and ends on November 20, 2017 at 5 p.m.   In accordance with CEQA Guidelines § 15088.5(f)(2), the City of Fountain Valley is requesting that reviewers limit their comments to the revised chapters or portions of the recirculated Draft EIR as the City need only respond to comments on the portions of the Draft EIR that are being recirculated. Please see the attached Notice of Availability for further instructions on viewing and commenting on the partial recirculation of the Draft EIR.

The 162-acre Project area is located at the eastern boundary of the City and is bounded by Ward Street to the west, Talbert Avenue to the north, the Santa Ana River to the east, Ellis Avenue to the south, and is bisected by the Interstate 405 freeway.


Background
A Program Draft Environmental Impact Report (EIR) for the Fountain Valley Crossings Specific Plan was circulated for a 45-day public review period from January 6, 2017 to February 22, 2017. Subsequent to publication of the Program Draft EIR, the City made the decision to revise the cumulative projects list to include new cumulatively considered projects, revise the Transportation Impact Analysis, include additional analysis of tribal cultural resources, and make other changes to address concerns raised in public comment letters received on the pre-recirculated Final EIR. The Partial Recirculated Draft EIR incorporates revisions to the following sections:

Project Description
The City of Fountain Valley Planning and Building Department proposes to adopt the Fountain Valley Crossings Specific Plan (Project), which provides a general vision, goals, and policies to guide future development and redevelopment within the Project area over the next 20 years. The Project would provide goals, policies, development regulations and design guidelines to regulate new development, including building heights, mass, and form, within four sub-districts of the Project area.[Include a one paragraph project description.]


Public Review Period
A 45-day public review period will be provided for all interested persons to submit comments on the adequacy of the Partial Recirculated Draft EIR. In accordance with CEQA Guidelines § 15088.5(f)(2), the City of Fountain Valley is requesting that reviewers limit their comments to the revised chapters or portions of the recirculated Draft EIR as the City need only respond to comments on the portions of the Draft EIR that are being recirculated.
